Abuja, Nigeria – In a landmark decision, the Federal Executive Council (FEC), chaired by President Bola Ahmed Tinubu, has approved the first comprehensive reform of the National Youth Service Corps (NYSC) since its establishment 53 years ago . The sweeping changes are designed to modernise the scheme, shifting its focus from a purely unity-driven programme to a skills-based, productivity-focused institution aimed at tackling youth unemployment and supporting Nigeria's goal of becoming a $1 trillion economy .

Civilian Leadership Takes the Helm

The most significant structural change is the introduction of a new governance framework. Under the approved reforms, the NYSC will now be headed by a civilian, moving away from the military-led leadership structure that has been in place for over five decades . This shift aims to reposition the scheme's operational focus while retaining the military solely for security support to ensure the safety of corps members across the country .

Announcing the development, the Minister of Youth Development, Ayodele Olawande, stated that the reforms are an investment in Nigeria's youth. “We are transforming the Scheme into a platform that not only unites Nigeria but also equips our young people with the skills, experience and opportunities they need to thrive in a fast-changing world,” he said .

The reforms include a redesigned six-week orientation programme with a greater emphasis on leadership, entrepreneurship, and digital skills . To ensure corps members serve in areas where they are most effective, the government will introduce skills-based primary assignments aligned with academic backgrounds and career pathways .

Special Adviser to the President on Policy Coordination, Hadiza Bala Usman, revealed the introduction of 11 specialised service streams to allow corps members to choose areas matching their interests and national development priorities. These include the Tech & Digital Corps, Agric Corps, Medical Corps, Creative Economy Corps, and others .

“We don’t want corps members to leave service and immediately go searching for jobs,” Minister Olawande previously noted. “We want them to be job creators, or to return to the labour market with marketable skills” .

New Look, New Ceremony, and Legal Backing

Beyond the curriculum, the reforms introduce a new visual identity and culture for the scheme. A redesigned NYSC uniform will be introduced to reflect professionalism and national pride . Additionally, the traditional "Passing Out Parade" will be replaced with a formal "graduation ceremony" .

The implementation process has been set in motion. The FEC directed the Attorney-General of the Federation, in collaboration with the Ministry of Youth Development, to amend the NYSC Act and other relevant regulations to provide the necessary legal framework for these changes . A bill is expected to be sent to the National Assembly for legislative approval .

These reforms, which began in 2025 with broad consultations involving the Ministry of Education and the Office of the Special Adviser to the President on Policy and Coordination, mark a historic turning point for the NYSC . As Minister Olawande concluded, “The future of the NYSC begins now, and it is brighter, more relevant and more impactful than ever” .
